In 2023, Waters Meet Action Fund supported the Justice Not Jails campaign to defeat Measure 1 — a Spokane County proposal that promoted incarceration as a community safety priority. EHCAF backed a multi-racial coalition of stakeholders, many with lived experience with the criminal justice system, in this effort. The campaign was a resounding success and the ballot measure failed by a nearly 2 to 1 margin.
