Demand Surveillance Safeguards!

 

SB 6002 or the Flock Bill, is scheduled for a public hearing on Wednesday the 18th at 8:00am. Please sign in to testify in support or sign in to record your support for this urgently needed legislation.

Flock cameras are surveillance tools that can track people’s movement by reading license plates and maintain this information in databases accessible by law enforcement. Spokane County databases have been used by out-of-state and federal law enforcement to track movement of people in our county, including for immigration related investigation and abortion access. You must sign in prior to 7:00 am on the 18th, one hour before the hearing. Here are suggested talking points for your testimony:

  • Chair Taylor, members of the committee, for the record my name is ______________
  • SB 6002 is an important step towards the protections we need to safeguard our data against unlawful usage for immigration investigation or enforcement –
  • It limits where cameras can be used so people can access services without fear. It bans usage near protected health care and immigration facilities, and also around sensitive community locations like schools, places of worship, courts, and food banks.
  • It dramatically reduces the amount of data that can be stockpiled and later exploited. Less stored data means fewer historical location trails that could be sought, leaked, or repurposed in ways that harm immigrant communities.
  • The legislation creates a new registry with the Attorney General, keeping detailed access logs, and following policy and reporting requirements. The bill also creates penalties and a private right of action for violations
